- Roast chiles over an open flame or broiler, steam, peel, and chop.
- Brown beef in a skillet, remove and set aside.
- Sauté onions, garlic, and potatoes in olive oil.
- Return beef to skillet, add tomatoes, chiles, peas, and spices.
- Simmer for 15-20 minutes until potatoes are tender.
- Serve with tortillas, rice, or beans.
