- Preheat oven to 350°F. Spray a 9x13-inch baking dish with nonstick spray.
- Brown ground beef with diced onion; season with salt and pepper. Drain excess fat.
- Layer one-quarter of the potato slices in the dish; season with salt and pepper. Top with one-quarter of the meat and one-quarter of the cheese. Repeat layers three more times, ending with cheese.
- Whisk together cheddar soup, evaporated milk, whole milk, and garlic powder until smooth. Pour evenly over the casserole.
- Cover tightly with foil and bake 60 minutes. Uncover and bake 15 more minutes until golden and bubbling.
- Rest 10–15 minutes before serving.
Notes
Slice potatoes evenly for uniform cooking. Cover for the first hour so potatoes soften. Check doneness with a fork. Can be assembled ahead and refrigerated. Freshly grated cheese melts best. Leftovers reheat well. Adjust baking time if potato slices are thicker.
