- Pre-bake a regular pie shell until golden; set aside.
- In a saucepan, cook egg yolks, sugar, flour, cocoa, evaporated milk, and butter over medium heat, stirring constantly, until thick and pudding-like. Remove from heat; stir in vanilla. Pour hot filling into the shell.
- Beat egg whites and cold water until foamy. Gradually add sugar and beat to soft peaks; mix in vanilla.
- Spread meringue over hot filling, sealing to the crust edge. Create peaks with the back of a spoon.
- Bake at 450°F for about 5 minutes until the meringue is golden. Cool completely before slicing.
