- Line two baking sheets with parchment paper.
- In a medium saucepan over medium heat, combine sugar, butter, and evaporated milk. Stir until butter melts.
- Bring to a rolling boil and boil exactly 2 minutes without stirring.
- Remove from heat. Stir in oats, butterscotch chips, chocolate chips, toffee bits (if using), vanilla, and salt until coated.
- Drop spoonfuls onto prepared parchment.
- Let sit at room temperature 20–30 minutes until firm and set. Store in an airtight container.
Notes
Boil for exactly 2 minutes for proper setting. Work quickly once the oats and chips are added. Quick-cooking oats give the classic texture. Cookies keep well at room temperature or in the refrigerator and freeze successfully.
