- Cook the bacon until crisp, then sauté the onion in the bacon drippings.
- Transfer the bacon and onion to the slow cooker.
- Add the broth, water, potatoes, salt, dill, and white pepper.
- Cover and cook on Low for 6–7 hours or until the potatoes are tender.
- Whisk together the flour and half-and-half, then stir in the evaporated milk.
- Add the dairy mixture to the slow cooker and stir gently.
- Cook for another 30 minutes until thickened.
- Mash some of the potatoes if a creamier texture is desired.
- Garnish with crispy bacon, cheddar cheese, green onions, or parsley before serving.
